The Presidency of the Republic of Türkiye Human Resources Office continues to develop Türkiye's human capital and put forward visionary policies in the field of human resources, while contributing to Türkiye's regional and global leadership through international cooperation. In this context, human resources were added to the cooperation areas of the Organization of Turkic States with the suggestions and initiatives of the Office.
The first Human Resources Meeting of the Organization of Turkic States was held in Istanbul between 27-29 July 2022 with the participation of senior officials from the member and observer countries of the Organization of Turkic States in order to discuss current practices, challenges, solutions and opportunities for cooperation in the field of human resources management.
A Unified Vision for Human Resources in the Turkic World
Under the coordination of the Presidency of the Republic of Türkiye Human Resources Office, the meeting was hosted by the Head of the Office Assoc. Salim Atay and Secretary General of the Organization of Turkic States Bagdad Amreyev; Serdar Çam, Deputy Minister of Culture and Tourism, Rector of the State Academy of Administration under the Presidency of the President of the Republic of Azerbaijan, Chairman of the Board of Directors of the State Testing Center of Azerbaijan, Chairman of the Agency for Public Service Affairs of the Republic of Kazakhstan, Rector of the Academy of Public Administration under the Presidency of the Republic of Kazakhstan, Chairman of the Agency for Public Service and Local Government Affairs of the Kyrgyz Republic, Rector of the Academy of Public Administration under the Presidency of the Kyrgyz Republic, Deputy Chairman of the Agency for Public Services under the Presidency of the Republic of Uzbekistan, Rector of the Academy of Public Administration of the Republic of Uzbekistan and Head of the International Office of the Hungarian State Service University.
Representatives from the Turkish Cooperation and Coordination Agency (TİKA), the Presidency for Turks Abroad and Related Communities (YTB), the Yunus Emre Institute, and the Turkish Maarif Foundation also attended the meeting, where the parties came together for the first time and held consultations to draw a common vision for the Turkic world in the field of human resources management.
During the meeting, participants expressed interest in the human resources management framework developed by the Presidency of the Republic of Türkiye Human Resources Office, which has been widely implemented in the public sector. The discussions focused on training and development, talent management, methods for evaluating human resources practices, information technology, and digital solutions, with attention given to best practices and innovative approaches.
Scholarship Opportunities in the “International Human Resources Master's Program”
The “International Human Resources Master's Program”, which is being carried out in partnership with the Presidency of the Republic of Türkiye Human Resources Office and Istanbul Technical University, was also discussed at the meeting. Serdar Çam, Deputy Minister of Culture and Tourism, announced for the first time that scholarship opportunities will be offered by the Presidency for Turks Abroad and Related Communities for students who will receive education under the program.
A Stronger Turkic World in Human Resources
The Presidency of the Republic of Türkiye Human Resources Office is conducting collaborations with the Turkic Republics in areas such as public sector employee training and talent management within the framework of the Joint Economic Commission's work. These partnerships aim to facilitate the exchange of information and experience in human resources practices and the implementation of joint projects.
The Organization of Turkic States plays a crucial role in strengthening cooperation and coordination among member states that share a common culture, language, and history. By incorporating human resources into its areas of cooperation, the Organization aims to contribute to a stronger and more unified Turkic world in this field.
At the conclusion of the meeting, participants agreed on several key actions to ensure tangible outcomes in human resources. These include signing a memorandum of understanding to outline future collaboration, establishing thematic working groups to enhance the sustainability of cooperation, developing and implementing a training program for young leaders, and continuing the exchange of experiences and best practices in human resources management.
