As Türkiye prepares to become one of the high-income countries in the world with a GDP per capita of more than USD 15,000 by the end of 2024, the Presidency of the Republic of Türkiye Human Resources Office has accelerated its Strategic Human Resources Planning efforts initiated in 2023.

The Presidency of the Republic of Türkiye Human Resources Office, which has been effective in making our country's human capital more qualified and increasing its employability with the modern human resources tools it has developed since its establishment, which offer innovative, equal opportunities and prioritize merit, is implementing another important project in line with the necessity of a human resources planning that is suitable for the new economic size Türkiye has reached, that will compete with the developed economies it will be a part of and that will continue its sustainable growth.

A working group aimed at facilitating the transition from Vocational Education to Employment (VEE), in response to market requirements, has recently been constituted under the leadership of the Presidency of the Republic of Türkiye Human Resources Office. A working group on the Transition from Vocational Education to Employment (VEE), addressing the needs of the markets, has been established under the leadership of the Presidential Human Resources Office, which was recently included in the regular meetings of the Investment Environment Improvement Coordination Board (YOIKK).”  An action plan to be implemented over the next three years was prepared with more than twenty stakeholders, including the Ministry of National Education (MoNE) and the Presidency of the Council of Higher Education (CoHE), which constitute the supply side of the labor force, as well as umbrella professional organizations such as the Union of Chambers and Commodity Exchanges of Türkiye (TOBB), the Turkish Industrialists' and Businessmen's Association (TÜSİAD) and the Turkish Exporters' Assembly (TIM), which are on the demand side. Strategic Human Resources Planning is included as the first priority policy in the VEE Action Plan.

Stating that adapting to the change in the labor market necessitated by the twin transformation and artificial intelligence is an inevitable phenomenon for today's economies, President of the Presidency of the Republic of Türkiye Human Resources Office Assoc. Prof. Dr. Salim Atay stated that, “We have achieved measurable positive results with the projects we have developed to increase qualified Human Resources equipped with the necessary skills and competencies in our country, which support inclusive, transparent and data-based decision processes. According to TURKSTAT data, unemployment in the 20-24 age group, which was 28.5% in 2019, decreased to 18.2% at the end of 2023. There has been a 10.3 percentage point improvement in this time period. According to the results of the analysis, we find that 6.1 points of this improvement is provided by the objective tools we have developed. With this improvement, it is seen that we have contributed 0.61 points to the decrease in overall unemployment. With these results, we can say that we have become better than countries in the Mediterranean Basin such as France, Italy and Spain in terms of youth employment and that we have caught up with the European Union average.”

Türkiye is set to focus on high value-added sectors, aiming to enhance its competitiveness on the international stage as it joins high-income economies for the first time in the Republic of Türkiye’s history. Achieving investment, production, export, and employment targets will be crucial in positioning Türkiye as the Talent Hub of the New Century.
