The dissemination of human-centered policies and strategies within the Turkic States holds critical importance for developing human capital and regional progress. Türkiye aims to share its significant advancements and experiences in human resources management with friendly and brotherly nations. In this regard, upon the recommendation of the Presidency of the Republic of Türkiye Human Resources Office, "Human Resources" was added to the cooperation areas of the Organization of Turkic States in 2022. Additionally, under this subject, four distinct working groups were formed and have commenced their activities.
Within the framework of the goals of the Turkic World Vision 2040, joint efforts are being carried out with the Turkic States in human resources management. As part of these efforts, 11 Joint Economic Commission Protocols and 8 Memorandum of Understandings/Cooperation Protocols have been signed. As a result of the agreements, a total of 26 mutual working visits were conducted with the Turkic States.
OTS Human Resources Meetings
Since 2022, OTS Human Resources Meetings have been organized to adress current practices, challenges, solutions, and collaboration opportunities in human resources management. Within this framework:
- The 1st OTS Human Resources Meeting was held in Istanbul, Türkiye on July 28-29, 2022.
- The 2nd OTS Human Resources Meeting took place in Samarkand, Uzbekistan on October 23, 2023.
- The 3rd OTS Human Resources Meeting was convened in Astana, Kazakhstan on June 21, 2024.
OTS Summit Declarations
At the initiative of the Presidency of the Republic of Türkiye Human Resources Office, substantial human resources developments have been incorporated into OTS Summit Declarations:
· 9th Summit Declaration (Samarkand): It was stated that the "Memorandum of Understanding on Digital Human Resources Systems of OTS Member States" was deemed appropriate for signature and subsequently signed by the parties during the summit.
· 10th Summit Declaration (Astana): The establishment of the Turkic World Human Resources Development Institute was noted.

As a result of the decisions made during the 1. OTS Human Resources Meeting, our Office and its counterparts, in coordination with the OTS Secretariat, have organized online working group meetings in four distinct fields:

- Talent Management
- Human Analytics
- Digital HR Platforms (e-insan)
