The first activity of the Turkic World Human Resources Development Institute (TWHRDI) under the Organization of Turkic States (OTS) was held in Türkiye.
The 30-member delegation, consisting of local administrative chiefs from Kyrgyzstan, Uzbekistan and Turkmenistan, met with the Head of the Presidency of the Republic of Türkiye Human Resources Office Assoc. Prof. Dr. Salim Atay, at the Nation’s Library within the scope of the training programs that will continue until January 26.
Speaking at the opening of the meeting, Atay stated that they organized the first joint training program of the year in line with the decision made at the 10th Summit of the Heads of State of the OTS held in Astana in 2023 regarding the establishment of TWHRDI.
Atay stated that this was the first organization held in Türkiye with the participation of representatives from four countries under the auspices of the Presidency of the Republic of Türkiye Human Resources Office. He added, "Thus, while having the opportunity to observe the work of our relevant institutions and ministries on-site and receive the necessary training, we will also have the chance to meet and engage in discussions with one another."
Atay stated that, as an office, they have conducted reciprocal training programs with the countries of the OTS.Noting that 17 delegations have been hosted in Türkiye so far, enabling the successful completion of their training programs, with Uzbekistan standing out as the country with the highest level of participation.
“There is Much We Can Learn From You”The Head of the Kyrgyz Delegation, Ermek Irgebaev, stated that they came to Türkiye with a 10-member delegation to gain various experiences.
Irgebaev noted that he had heard positive remarks about the working methods of Turkish institutions and organizations. He stated that they would acquire valuable information during the training sessions to be held in the ministries and expressing that interested parties from Kyrgyzstan would continue to participate in future programs.
The Head of the Uzbek Delegation,Dilshod Kenjaev, expressed their satisfaction with visiting historical and touristic sites in Istanbul yesterday.
Kenjaev emphasized their interest in learning from Türkiye's experience in human resources and applyingthese practices in Uzbekistan, stating: “There is much we can learn from you. Additionally, I believe that the activities between our countries within the framework of the OTS are highly significant for us."
The Head of theTurkmen Delegation, Yazmyrat Kulayev, also expressed his gratitude for the hospitality shown in Türkiye. He highlighted that the meetings planned within the program would further strengthen the friendly relations between the two countries and expressed their firm belief in establishing solid foundations for joint projects.
"When they return to their countries, they directly contribute to the legislative drafting process."
Following the meeting, Atay made statements to press, highlighting that there are various programs with the countries in the Organization of Turkic States and that the office maintains constant interaction with these nations.
Atay stated that, for the first time in today’s meeting, representatives from four Turkic states came together for a common purpose. He also highlighted the great significance of Turkmenistan's participation in the meeting, despite being an observer member of the OTS.
Atay stated that although our countries share a common language, differences exist, making mutual understanding in its natural form impossible. He continued his remarks as follows:
"Thus, instead of relying on interpreters, we will conduct these training using an artificial intelligence tool developed by our Office. The program is named DİLMAÇ, meaning 'interpreter' or 'translator.' Over the course of a week, DİLMAÇ will accompany the delegation during their visits to approximately 10 ministries and relevant institutions.They will undergo intensive training at these locations, during which all translations will be facilitated by DİLMAÇ. This initiative marks a significant and pioneering advancement for us. Through this initiative, artificial intelligence is playing a pivotal role in fostering dialogue, collaboration, and mutual understanding among Turkic states. Moreover, this process will contribute to the further development of the AI system itself.
As Turkic states, new reforms, practices, and regulations are being implemented to enhance our ability to act collectively, make joint decisions, and better understand one another. The delegation, comprising representatives from member states, is given the opportunity to visit relevant ministries, where they observe practices on-site and receive comprehensive insights directly from authorities. Upon returning to their countries, they actively contribute to legislative drafting and law-making processes. This initiative holds significant value for both the participating delegations and our organization."
Subsequently, the delegation visited the Presidential National Library and captured a commemorative photograph.
