The Presidency of the Republic of Türkiye Human Resources Office, following the memorandum of understanding signed on June 6, 2024, with the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan, witnessed by the Heads of State, received a delegation of human resources directors from Uzbekistan in Türkiye for a working visit.

President of the Presidential Human Resources Office Salim Atay stated that: "We have a Talent Gate system, which is actively used by our University Career Centers. The translation of this platform into Uzbek and the related software adjustments have been completed. As of next week, Uzbek professionals using this system will begin their training. By the end of this month, the Talent Gate will be fully operational in Uzbekistan."

A delegation led by Eldor Isaev, Chief Inspector of the Public Service Development Agency under the Presidency of Uzbekistan, paid an official visit to Salim Atay, President of the Presidential Human Resources Office in Türkiye, to engage in the exchange of expertise and best practices in the field of human resources. During the visit, Türkiye’s human resources initiatives were formally presented and discussed.

Following the meeting, Atay reminded the press that Türkiye's communication with Uzbekistan on human resources began after the establishment of the Presidency of the Republic of Türkiye Human Resources Office in 2019.

Atay noted that as a result of this communication, a memorandum of understanding for cooperation in the field of human resources was signed in 2022 during the High-Level Strategic Coordination Meetings in Tashkent between the leaders of the two countries. Atay stated that, within this framework, they had directed five separate delegations from Uzbekistan to the relevant ministries to work on public administration reforms, and that experts and senior officials in areas such as local governance who visited Türkiye have had the opportunity to observe the best practices firsthand.

Atay conveyed that on June 6, under the supervision of the two leaders, a mutual memorandum of understanding was signed, stating, "Two of these agreements were related to the Presidency of the Republic of Türkiye Human Resources Office. The memorandum was signed with the purpose of observing, learning about, and potentially implementing the office's practices deemed suitable in Uzbekistan."

Atay stated that one of the clauses in the memorandum focused on the implementation of new and contemporary practices related to youth careers, while the other pertained to the training and development of public servants.

"Uzbekistan will be informed about Türkiye's contemporary practices."

Atay explained that tools have been developed and implemented in Türkiye over the past six years to support youth participation in career activities, helping them create more informed and objective career plans. Atay further explained that "There is a program called the Talent Gate system, a digital platform actively utilized by University Career Centers. The translation of this platform into Uzbek and the related software adjustments have been completed. Starting next week, Uzbek professionals who will use this system will undergo training. By the end of this month, the Talent Gate will be operational in Uzbekistan. The second focus is on the training and development of public servants. Today, a delegation of 11 human resources directors is present. The delegation is led by officials responsible for drafting laws and regulations related to these issues in the Cabinet of Ministers. They will also receive information on public servant training and development, as well as other contemporary practices."

Atay emphasized the significance of TalentforBIZ events, which have been held in Uzbekistan since 2019, aimed at helping young people make more objective and healthy career plans for their future. Atay noted that the fourth edition of this event will take place on October 19th in Uzbekistan, where HR managers from companies in Türkiye will support university students in Uzbekistan by organizing workshops, delivering conferences, and conducting interviews. Additionally, Atay stated that they have taken the initiative in two key areas under the agreements made on June 6th and are progressing step by step in implementing them.

In response to questions from the press regarding the current status of Türkiye's integration in the field of human resources with Uzbekistan and other Turkic states, Atay provided the following statement: “Türkiye’s relations with Kazakhstan, Kyrgyzstan, Azerbaijan, and Turkmenistan are ongoing. Over the past six years, we have developed tools that are now commonly used by all public institutions and ministries, covering everything from recruitment and internships to training development, promotions, and appointments. These are some of the most advanced tools used in the field of human resources across the public sector in the world's developed economies. Therefore, we have now started to share these tools we developed, primarily with the entire Turkic world, in line with our 2040 vision. Last December, under the agreement we signed with the Azerbaijan State Academy of Public Administration, they began using the Remote Education Gateway. They conduct their training through this platform. Now, through the Uzbekistan Talent Gate, we will also be reaching university students. In other words, we are now in a position to share these modern human resources tools we have developed, not only with the Turkic world but also with other interested countries, including those in Africa."

"We intend to implement the knowledge acquired here in Uzbekistan."

Chief Inspector of the Public Service Development Agency, Eldor Isaev, stated that the relations between Uzbekistan and Türkiye have reached a high level in every field, thanks to the Presidents of both countries. He noted that, as part of the close cooperation between the Human Resources Office of the Presidency of Türkiye and the Public Service Development Agency under the Presidency of Uzbekistan, they were in Ankara on a working visit as the sixth delegation. Isaev explained, "The purpose of this program is to observe modern methods used in human resources management, engage in knowledge sharing, and learn about digital technologies. We intend to implement the knowledge acquired here in Uzbekistan."
