The Presidency of the Republic of Türkiye Human Resources Office, established under Presidential Decree No. 1, has initiated the development of Turkey’s Human Resources Inventory System, a responsibility assigned to the Office. This inventory is being developed using a systematic and comprehensive approach to anonymized administrative data.

The objective is to rapidly identify areas in human resource management that require improvement through the analysis of statistical data and to promote the efficient use of human resources, thereby contributing to the national economy. This initiative aims to support the development of evidence-based and effective policies that align with national realities.

Designed as a "big data project" with an objective and academic approach, the project integrates multiple data modules. Various administrative datasets related to population, education, workforce, health, justice, incentives, social assistance, and other areas are being matched and analyzed using modern statistical and data science methods. This also allows for the analysis of citizen satisfaction with public services.

Key priorities and objectives of the Turkey’s Human Resources Inventory System include the preparation of qualitative and quantitative maps of the country's human resources, identification of priority regions, sectors, and professions, reinforcement of social equality, and the development of effective and realistic projections for long-term human resource supply and demand.

Emphasis on Data-Driven Solutions

The Human Resources Office is collaborating with other public institutions to fulfill this important responsibility. Upon completion, the project will enhance coordination between the public and private sectors in human resource management and provide ministries and relevant public institutions with data for more effective human resource planning.

Furthermore, by improving public sector efficiency, its contribution to the national income will increase, educational, professional, and career planning will be conducted more efficiently, the link between education and the labor market will be strengthened, and the policy framework for human capital management will be refined and made more efficient, with a focus on data-driven solutions.
